In order to formulate a policy, the policy maker will need to understand the nature of the conflict. Making major policies will help support Burundi in the hope that it may help preserve the status quo and maintain stability. Although Tutsis only make up 15 percent of the population of Burundi, they dominate all political and economic aspects of the country. They also run the military. So one proposal to possibly bring peace to the on going war will be a power-sharing agreement. A power sharing agreement would integrate the army and create a multiethnic parliament with equal representation of each ethnic group. The proposal also calls for power to be handed over to a democratically elected government after a transitional period. Cease Fire Agreements can also come into play with the Burundi Civil War. With Cease Fire Agreement, neither group can open fire on each other for any reason. If in effect, the Tutsi and Hutu can focus more on peace talks to create a resolution, agreements, and policies. The last solution to help stabilize Burundi is enforcing peace by military engagement from dominant countries. This would have to be the last solution because this solution would occur if neither group came to a truce.
